Tottenham have already turned them multiple offers from the German side for the England national team captain.
The bid rejected by the club was around £86 million.
The England international has also set a deadline for the Bundesliga champions to complete his transfer.
According to the report, Bayern want to complete a deal this week.
Their next offer could be in the region of €110m (£94.5m).
The north London club are holding out for a £100m fee and want the majority of the transfer fee paid up front.
