Thiago Silva’s header made it 1-1 for the Blues, before Raheem Sterling scored against his former club to give his side the lead.
Manuel Akanji made it 2-2, heading in Bernardo’s cross and Haaland grabbed his brace to extend his lead.
Chelsea fought back to level through Nicolas Jackson.
Rodri seemed to have won it for City after his shot was deflected in off Silva, but Cole Palmer’s 95th penalty earned the hosts a point.
City remain top with 28 points, one more than Liverpool and Arsenal, while Chelsea are in 10th place with 16 points.
