He was born on 30 January 1951 as the son of the insurance agent Greville Philip Austin Collins and theatre agent Winifred June Strange in West London, United Kingdom. Phil starts to play with drums at a very young age of five when his uncle gifted him with a toy drum kit. Once his interest increased, his parents give him more advanced instruments.

Collins completed his schooling at Eponymous Stage School and Barbara Speake Stage School. Phil learned drum rudiments under the guidance of Lloyd Ryan and Frank King during his teenage days. He also attended the Chiswick County School for Boys, where he worked for many brands, such as Freehold and Real Thing.
