This was after the Gunners knocked back an approach from Chelsea for England attacking midfielder.
Reports emerged in England this week, saying that the Blues are in for the 23-year-old.
Rowe is yet to feature under Mikel Arteta this season in the Premier League.
The Times had reported that the midfielder had been offered to unnamed Premier League.
And now the Daily Mail is reporting that Chelsea have turned their interest into a formal inquiry – which Arsenal instantly rebuffed.
The news outlet has declared that Arsenal are not willing to sell to a direct rival.
