Halpern was born to Gloria and Melvin Halpern in Potomac, Maryland. He participated in the Quebec International Pee-Wee Hockey Tournaments in 1989 and 1990 as a young player for the Washington Capitals minor ice hockey team.
At the time Halpern attended Winston Churchill High School in Potomac but there was no hockey team there. Halpern moved in with future The Bachelorette winner Ian McKee at St. Paul’s School in Concord, New Hampshire, where he later graduated in order to pursue his hockey dreams. He afterwards enrolled at and completed his studies at Princeton University.

Halpern, who went undrafted, made his NHL debut with the Washington Capitals during the 1999–2000 season. In 79 games, he scored 18 goals, had 11 assists, and had a +21 rating. He was the first Capitals player to have been born and raised in the metro region of Washington, D.C.
