Before he could be apprehended, the insurgent was said to have detonated the ‘strapped Improvised Explosive Device’.
“Troops of 7 Division Garrison Forward Operation Base (FOB), today
averted yet another suicide bombing catastrophe on Ummarari community by
suspected Boko Haram terrorist at about 7.00am this morning.”
“The suicide bomber was intercepted by the vigilant troops and the
Civilian JTF while making attempt to enter the village to detonate his
dangerous cargo on innocent persons in the Ummarari.”
“The suicide bomber detonated the strapped Improvised Explosive
Device (IED) vest on his body, thus killing himself instantly when he
was forced to halt based on suspicion that he was carrying suicide
bombing material.”
“Thankfully, there was no any other casualty other than the suspected
suicide bomber. Troops along with the Civilian JTF at the village are
now combing the surrounding area to forestall further attacks and clear
the environment of likely remnants of Boko Haram terrorists
hibernating.”

2. VP Osinbajo says FG to begin payment of N5k to the poor once the budget is signed

Vice President Yemi Osinbajo says the Federal government will begin
payment of the N5000 to the poor in Nigeria once the 2016 budget is
signed by President Buhari. Osinbajo also disclosed that the government
is also planning to train a minimum of 100, 000 young Nigerians in
technology.

Osinbajo disclosed this while speaking at the United Action for Change
Town Hall Meeting at Ikeja Airport Hotel Lagos today April 23rd.

3.  FG needs $700m to upgrade refineries – Kachikwu

The Minister of State for Petroleum, Dr Ibe Kachikwu, said
on Saturday that the Federal Government needed $700 million to upgrade
its refineries to produce at maximum capacities.
Kachikwu, who is also the Group Managing Director of Nigerian National
Petroleum Corporation( NNPC), disclosed this while speaking with newsmen
during the re-inauguration of the Port Harcourt/Bonny Crude Supply Line
at the Port Harcourt Refining Company (PHRC), Eleme, Rivers.
He said that due to the fact that the nation did not have such amount, advertisements had been signed for investors to come in.
According to him, we are not inviting foreign partners to take over the
refineries; the total investment for that is up to $700 million and we
don’t have that. Let us be honest about it.

4.  FG re-inaugurates 46km Escravos-Warri Pipeline

The Federal Government has re-inaugurated the 46 kilometres
Escravos-Warri-Kaduna pipeline for easy supply of crude oil to the
refineries.
This is contained in a statement signed by Malam Garba Deen Muhammad, NNPC Group Public Affairs Manager, on Saturday in Abuja.
The statement quoted the Minister of State for Petroleum, Dr Ibe
kachikwu as saying that the completion of the underwater crude pipeline
would be difficult for pipeline vandals to damage.
He said that both Warri and Kaduna refineries would now be receiving crude oil simultaneously for the first time in many years.
The minister said that the Warri refinery had started working while Kaduna would start production at the end of the month.

 5. Dangote pledges to assist FG to turnaround Nigeria’s economy

Foremost industrialist and richest man in Africa, Alhaji
Aliko Dangote, has restated his commitment to assist the Federal
Government in turning around and diversifying the country’s economy.
He said this in Lagos on Friday where he was honoured as “Man of the Year 2015’’ by The Guardian Newspapers Limited.
He said that he was working hard with his company to take Nigeria to the
next level and that within the next two and half years, Nigeria was
going to excel in some critical areas.
“We want to do that by looking at critical areas where Nigeria is not
doing well in terms of local production and tackle the problem areas.
“Number one is refinery, Dangote Group is building a refinery which will
produce 650,000 barrels of petrol per day; the current capacity that we
have as a country now, both the ones that are working and the ones not
working, is just 450,000 barrels per day.
“Our petrochemical is ten times that of Eleme, we are at 1.3 million,
Eleme is 120,000, so it will be the largest petrochemical industry in
Africa.
“In fertilizer production, we are not only trying to satisfy the market,
but our size is three million tonnes which is ten times more than what
is available in Nigeria today.
“We are trying to make sure we satisfy the local needs and also export
and we thought about how to address our power issues, the only way we
can address power issues is to have enough gas and sort out
distribution.
“Distribution is important because unless you collect money from the consumers, you cannot grow.
“There are two sub-sea gas pipelines coming from Bonny which will
produce about three billion volume of gas which is exactly about the
same size of LNG.
“We are committed to turning around the economy of Nigeria and in the
next two and a half years, Nigeria will be the highest oil petroleum
products export country, will be the highest in terms of fertilizer
export, will be the highest in petrochemicals export.
“Nigeria will also be the highest in terms of cement export in Africa,’’ he said.
Speaking on bailouts for the states, Dangote said: “I don’t believe the
Federal Government should continue to be bailing out the states, the
states have to sit down and plan to cut costs instead of looking for
bailout and being lazy.
“They can create jobs and give incentives to people to come and invest,
they should assure people that they are not going to be slammed with
various taxes which is what some of them do.’’
Dangote added that the current situation of the economy would push
people to work harder, to work in terms of diversifying the economy.

6. Katsina Governor Shames Predecessor for Selling N400m State Vehicles and Houses to Himself

Katsina state governor, Aminu Masari, on Friday accused his
predecessor, Ibrahim Shema, of selling to himself state vehicles worth
N400 million just before leaving office.
Can you imagine a car of N78 million bought in 2014 was sold for
just N3 million, another N10 million vehicle for N990,000. This is
disturbing
,” Masari said.
While interacting with newsmen, Governor Masari said all the vehicles
sold by former Governor Shema to himself and his cronies, were less
than two years old but were sold at ninety percent depreciation values.
The former governor was equally accused of personalising Katsina
state government houses and property in choice locations in Kaduna and
Abuja.  Governor Masari however stated his resolve to reclaim all the
stolen assets of the state.
We have so many of them; we are just taking our time and we shall soon make them public.
Several elders and elites of the state had tried to mediate
between us but to no avail as the present government insists that all
funds missing should be refunded while the former government is
maintaining its position that it did nothing wrong
,” he said.

7. 10 Killed, Several Houses Razed as Two Communities Clash in Taraba

No fewer than 10 people have been killed and several properties destroyed as two communities clash in Taraba State.
Witnesses who spoke to Premium Times said the violence started on
Friday between Shumo and Wurkum ethInc groups in Karim Local Government.

Shumon Gwaye, a Shumo village. The attack then led to reprisal attacks
in Didango, a Wurkum community.

8.  Goods Worth Millions of Naira Destroyed as Fire Razes Customs Warehouse
Fire has  destroyed goods worth millions of naira at the Nigeria
Customs Service (NCS) training school’s warehouse in the early hours of
Saturday.
Rasak Fadipe, the Director, Lagos State Fire Service, told the News
Agency of Nigeria (NAN) that the fire destroyed the makeshift structures
at the warehouse at about 10.30 p.m. Friday night.
The director said that it took his men more than seven hours to put out
the inferno. He said none of the structure in the area was saved from
the fire.

9.  Nigeria’s Dr Bennet Omalu Wants to Examine the Brain of Late Wrestler, Chyna
Days after the death of famous wrestler Chyna, new reports have just
confirmed that Nigerian-American doctor Bennet Ifekandu Omalu has shown
interest in examining her brain.
According to The Shade Room, doctors are interested in studying her
brain for CTE (Chronic Traumatic Encephalopathyas) as WWE wrestlers are
suspected of being at risk of suffering brain injury like American
footballers.

Recall that Omalu was the man who first discovered CTE after he
conducted autopsy on former NFL player Mike Webster. Omalu struggled to
get NFL executives to recognise this disease, but they fought him and
denied it. Last December, Concussion, the
true life story of Omalu’s battles starring Will Smith hit the cinemas,
with hopes that it would draw attention to the link between the
football head injuries and early onset of dementia that could lead to
death, and more importantly, how this has continued to be a bone of
contention within the NFL.
Now, Chyna’s longtime friend and manager, Anthony Anzaldo, has
revealed plans to donate the late wrestler’s brain to Omalu’s studies.
We want to donate her brain,” he said. “We want to know what made Chyna tick.”
The manager had previously been contacted by The News on if he is
interested in joining a brain injury lawsuit against the WWE, but
Anzaldo says he is only interested in understanding the science being
what made the wrestler thick.
When she died, they called me again and asked, ‘Can we have her brain,’” Anzaldo said. “My
hope is that we can do it. I’m in the process of getting the permission
to speak on behalf of family to tell the coroner it’s okay to release
it
.”

10. I am being persecuted for opposing Muslim-Muslim ticket —Saraki

The President of the Senate, Dr. Bukola Saraki, has finally opened up
on the political intrigues behind his ongoing trial at the Code of
Conduct Tribunal over asset declaration and other related issues.
He said that his current travail is politically motivated and that the
leadership his party , the All Progressives Congress (APC), which has
vowed to punish him because of his refusal to support a Muslim/Muslim
ticket for the party in the 2015 presidential election is the one stage
managing the whole thing.
Saraki, who stated this in a reply he wrote to an earlier article
published last Saturday by Dele Momodu in his Pendulum column said his
stand on the choice of the running mate issue of the party was his
“original sin” and those who felt their ambition was truncated by the
position had been doing everything possible to make things difficult for
him.
He said although many people believed he was on trial because he emerged
Senate President against the wish of the leadership of his party, which
was not his only offence.
“I have also been accused of helping to frustrate some people’s
opportunity to emerge as President Muhammadu Buhari’s running mate. But
I have no problem with anybody. My concern was that it would not be
politically smart of us to run with a Muslim-Muslim ticket. I doubt if
we would have won the election if we had done this, especially after the
PDP had successfully framed us a Muslim party. I felt we were no longer
in 1993. Perhaps, more than ever before, Nigerians are more sensitive
to issues of religious balancing. This was my original sin.
“What they say to themselves, among other things, was that ‘if he could
conspire against our ambition, then he must not realise his own ambition
as well.’ For me however, I have no regrets about this. I only stood
for what I believed was in the best interest of the party and in the
best interest of Nigeria. We have got to that point in our country when
we no longer believe that anyone could stand for anything based on
principles and convictions alone. Moreover, in the growing culture of
media crucifixion and presumed guilt; it is rare to find a voice like
yours that calls for fairness and justice,” he declared.

Saraki also chided his party for the role it has played so far in his
trial. He said: “Let me make this point clearly. I do not expect to be
shielded from prosecution because of my contribution to APC, if there
was genuine basis for such action to be taken against me. But I have
every reason to expect not to be persecuted by the party that I
contributed so much to build. The New PDP may not have given APC victory
in 2015, but it was an important factor in the dynamics that produced
that victory.
“And with all sense of modesty, I was an important factor in the
formation of New PDP; in leading that group to the APC; in ensuring our
group’s support for the candidate during the primaries and in mobilising
substantial resources for the election. For these, I have not expected
any special compensation. Rather, I only expect to be treated like every
loyal party member and accorded the right to freely aspire.”
